Ed, i am always a bit jittery when I hear the word "restore", or when
I am asked whether I want to restore something. There comes the
question : restore to what? to its pristine beauty? Or to what the
thing was like before it lost it, whatever that was.
Halfof the time in the middle of an action, the computer asks me
whether I want to do a certain thing, and I have no idea what that
might be. I usually go ahead, hoping that the group would help out if
all hell broke loose. But it is annoying to sit there wondering what
my friendly computer actually wants from me.

I suppose you back your phone up. Is it backed up on a mac or pc? It
could be as easy as a hard start. If not restore it from iTunes.

I have had app's crash on startup and I deleted them then restored
them from iTunes to fix the problem.
But with Mail on the phone along with the other basic iPhone app's
you can not delete the app's.
So Try a restore of your iPhone.
