it depends on where you live.  i'm in casper wyoming, our satellite tv has problems 
only
in extremely heavy rain storms, and once or twice in winter.  as far as the winter
problems, there are covers available and defrosters for dishes which would solve the
winter problem (snow isn't actually a problem, it's the slush on the dish when the snow
starts to melt, snow is nearly transparent to microwaves, it's even hard to see on 
weather
radar).  if you have heavy rains, an extra preamp might help.  i've considered that for
our satellite tv, but it's so infrequent that there is a problem that i haven't tried 
it. 
if there's a satellite service that doesn't down grade your speed when too much data 
has
been sent.  

i'd love to do the isp thing for my neighbor hood, just outside the city limits and way
too far from the telco for dsl (though cable modems are available).  i've also strongly
considered getting a high speed telco connection close to the telco and setting up a
microwave relay system (i'd have to get a ham license to do it legally, or a 
professional
license, you can't install microwave transmitters (other than pre-approved stuff) 
without
some kind of license.  if a few neighbors were signed up i could get my access for 
free. 
iff i ever have any money, that will likely happen...  i don't really like cable modems
for a number of reasons, though the speed is great usually.
