I checked out my machines last night, the one where I installed the 
developer's package does have the perl header file, the other one (where I 
had to reinstall X) didn't.  I'm still not sure about the lack of echo, 
this might also be solved by installing the dev pack. on the machine (which 
I will of course do right away), or by updating cpan.pm.
