The ever resourceful Brian Ingerson has released only.pm, which appears to do exactly this sort of thing.

Module version numbers, while certainly an issue, are not the biggest problem. The core problem is that XS modules compiled against 5.6.0 cannot be used by 5.8.0, and vice-versa.
