Actually Jason, your suggestion flipped a switch.
My sister has been a federal staffer for decades for the Center for
disease control.
Anyway I popped over to the usajobs.gov site in a low graphics, but java
friendly browser.
There is a section labeled "for people with disabilities,"
under this section, there is a directory of the sccp staff by
department. these people are specifically designated to facilitate
application problems in their respective agencies. Christine, I do not
recall the position you are seeking, but perhaps this is a direct door?
