Yes until you’ve eventually removed everyone from deviating from your acceptable use over time.
Banning someone from any mailing list is just weak sauce. The only exception to that at least for me is spammers. There have been serious lack of moderation and spam problems on other lists like the eyesore list from Google. Automated programs dumping recruiting adds and so forth is just disruptive.
