I always thought it was supposed to be manual. Right now, I'm wearing an Apple Watch, have an iPhone in my pocket, and am typing on a MacBook with an old Mac mini behind it. Given that I'm in easy range of four authenticated devices, how would automatic pairing with AirPods work? They would have no way of knowing which device I wanted them to use. My impression has always been that the pairing is what syncs, so you never need to manually pair AirPods with any device connected to your iCloud account. Even the first pairing is just a tap, not a code and a special mode. Once you do that, all your other devices save the Pods as an option to use in the future, so you don't need to pair them with anything but the first device. Actively using them, though, has to be a manual process or the Pods wouldn't know what to do in many situations.
