I found the dock shortcut here.

I've also discovered in the mac OS 10 basics section of the manual that control 
f3 focusses the dock as well.  Hooray for apple, giving us system shortcut keys 
that require the control and then taking away our right control key.

I'm not sure you'll like either this dummies page or the mac OS basics section 
of the manual.  I knew right what I was looking for in the dummies page and 
found it, but the dummies page is huge, and the manual section is hellishly 
inconsistent.

I've been forwarding this thread to the apple accessibility team and got the 
standard, "we are forwarding this", so after this I'm going to stop bugging 
them about it unless they specifically ask for more.
