Yes this brute force approach could work too. You could use uinput kernel driver (used with serial bluetooth keyboards) to feed proper F-key to the kernel input subsystem to emulate such key press. Could be quite easy but you need kernel module not present by default on the device.
Maybe there is better way - using window manager to make the application full screen via something else than just keypress. Or write something that does this directly - set X window properties of browser window to be fullscreen.
