I have a new proposition which I hope will satisfy everybody involved in the discussion and probably beyond.
When a maintainer builds and uploads a package for which his status in Mantis is not "manager" he becomes part of the maintainers set for this package. This satisfies at least the following requirements: 1. we have groups of maintainers 2. a previous maintainer is still informed on the issues related to the package 3. simple to implement on our infrastructure.
