Does the gdal work ok on x64 in this version? Any limitations or special instructions?

In such cases, you should extract the internal MSI using 7-zip and run that msi like so:

msiexec /l*v install.log /i path/to/the.msi

Windows installer will then log everything to install.log

But I'm pretty sure I know what's wrong. You should check and remove anything in IIS (via IIS manager) that could conflict with what the installer will be creating. A rough checklist would be:

 - FastCGI applications
 - Virtual Directories (eg. mapguide)
 - Application Pools (eg. MapGuide24AppPool)
