While there are some aspects of raw data that cannot be copyright in some
jurisdictions, copyright of data within the scope of digital mapping can be
enforced from several angles. I have three successful legal cases to prove
it (in different countries).

you cannot copyright data (even if you have spent hundreds/thousands of
hours
collecting it).  Under some circumstances, you can copyright the form/style
in which the data is presented, and you have the right to put as much
security around the data to prevent unwanted people from accessing the data.
But the data itself is public domain.
