While there are some aspects of raw data that cannot be copyright in some jurisdictions, copyright of data within the scope of digital mapping can be enforced from several angles. I have three successful legal cases to prove it (in different countries).

Under some circumstances, you can copyright the form/style in which the data is presented, and you have the right to put as much security around the data to prevent unwanted people from accessing the data.
