The GeoDjango installer uses GEOS from the PostGIS binaries, so that's probably a good place to look. http://postgis.refractions.net/download/windows/#windbinaries I think all you need is to drop the GEOS dll (libgeos_c-1.dll) into somewhere on your system path.
