Picking the pointer tool fixed the problem.

I know that sounds foolish, but: 
For some reason I had a pointer icon without the pointer tool actually
being selected. I also had legend handle bars (without the ability to
resize them). Apparently no tool was selected, but I thought that the
pointer tool was selected because of those two visual clues.

I am now not able to replicate the state of having no tool selected, but I
know it happened.

(I did try the close down Maptitude, and the reboot system technique,
too.)

Well, got past that one. Phew!
