Thanks for your reply, I just got it to work in AV 3.2. but Maptitude died.
Tech support knows and I am FTPing file now. Works great in AV 3.2, but got
a floating point error in Maptitude.

Maptitude does support GeoTIFF files, as a subset of TIFF files, but
apparently no software directly reads the BIN format;
(http://edcwww.cr.usgs.gov/pub/edcuser/vogel/states/aa_readme_1st.txt)
describes how to use the data, by importing it or manipulating it to be a
BIL file. Since SPOT Image files are BIL files, you will be able to use the
downloaded data with that image format choice. The tricks are:

1) Renaming the .BIN file to .BIL (easy)

2) Creating the .HDR file (harder). You will need to use the sample in the
(http://edcwww.cr.usgs.gov/pub/edcuser/vogel/states/flat2grid.txt) file and
the parameters in the state's readme file, e.g.
(http://edcwww.cr.usgs.gov/pub/edcuser/vogel/states/washington_readme_ver032
200.txt) for Washington State. The sample does not have the projection
parameters; the following, though it is the wrong projection, worked as a
first cut for Massachusetts:
