Thanks for the info!  How long did it take your team of six to complete the 45,000 parcels?  Did you have section corners or some coordinate system on each plat map to register your area?  What do large digitizing tables run these days?  How did the accuracy levels turn out on your project of 45,000 parcels?  Scanning parcel maps and doing heads-up digitizing is an interesting idea.  Any information you can respond with would be appreciated.

I (and a team of 6) used an early version of Maptitude to digitize 45,000 parcels for Providence, RI from paper maps on a digitizer several years ago.  It works fine.  The digitizing and editing and stability have improved dramatically since I did the project and I highly recommend it.  It doesn't have COGO, of course, so if you are using deed descriptions you'll have to use something else.
 
Larry Teeters scans parcel maps and does heads up digitizing of parcels with great success in Louisiana.  Perhaps he'll respond here.
