        We establish section corners from USGS data.

        There is a data set available that is section corners.
        I think we built one for DeSoto parish from topos.
        Parcel maps were drawn on paper in sections;  they were sqaure,
predrawn
        and the Assessor's Office just drew in parcels.  We scanned into  .tif
           images and saved as section name.   I heads up digitized and saved
each
        section by section name (SSTTRR, section, township, range.)
        Larry Teeters wrote append program that put all the sections together  
It created a map of app. 900 sections.  
        
        "Good enough" has to be determined by parties involved at time of
planning      and implementing project.  Accuracy cost; the more accurate you
want    the more dollars you pay.

        What we were doing for the Assessor's offices was "good enough"; in    
fact it is great for there needs.
