Unless you have one dot=one unit, there has to be some rounding. The fewer
units you have per dot, the easier it is to meet your requirements.

Dots are placed randomly within the areas. You should not look at the
placement of individual dots, but at the density of dots. If the map user
starts counting dots, then a dot-density map is not the right method to
present the data. Use another thematic mapping method, possibly along with
labeling the areas with the count field.
