In answer to your question, Hari:

1) I was referring not to the central banks - the Fed in the US and PBOC in 
China - but to the industry as whole, and in particular to their commercial 
banks. The four largest in China -  the Industrial and Commercial Bank of 
China, the Bank of China,.the China Construction Bank, and the Agricultural 
Bank of China - are all-state owned, their management appointed by the Ministry 
of Finance. The four biggest US banks - JPMorgan Chase, Bank of America. Wells 
Fargo, and Citibank -are all owned by their private shareholders to whom 
management reports.

Many on the US left have historically agitated for state- rather than 
private-ownership of the major banks because they rightfully believe it would 
transform the US capitalist economy. Unlike liberal and social democratic 
proponents of public banking, Marxists have argued it would require a social 
revolution to effect such a transfer of ownership precisely because the private 
sector in the US and other capitalist economies controls the state.

2) You do not touch on the more important question of ownership when you refer 
to America’s financial system being “controlled”, ie. regulated, by the state, 
as in all capitalist economies. Even by this metric, the shares in each Federal 
Reserve district are held by the commercial banks, unlike the PBOC which is 
wholly owned and funded by the state. The private ownership of the federal 
reserve system ensures that the US state is responsive to the financial 
industry, not the other way round as is still the case in China.
