Just to clear up any possible misinterpretation of my quoting Osborne, I do not agree with his conclusion. I think it is a well-stated and plausible criticism but I think it ignores Marx's broader argument about the barriers to further accumulation, the tendency of capital to continually overcome those barriers temporarily only to face even more formidable barriers in the future.
