I don't think Catalyst took the right approach to this and I don't think
we should copy them as you're suggesting. /usr/lib/anything is not the
right place for templates (it may be the only path guaranteed at CPAN
install-time). Templates should be installed into what FHS and the
distro say is an appropriate place. Perhaps it can be figured out
automatically for the major distros, but it's always possible for the
install script to ask the user.
