In counterexample, manuals for audiocassette decks always advise cleaning the
heads. Manuals for CD players always say how to clean a disc but never seem
to advise using a cleaning disc for the lens; I may have seen one or two that
recommended a small blower.

Exactly, and at least two manufacturers of the media make cleaners, but they
are two who do not make hardware. If manufacturers of the hardware (or of
both, such as JVC and Sony) also made cleaners, that would say something.
