That page doesn't say that they're made of different substances or of diffe-
rent construction (as a CDRW is); it mentions only the different value of the
read-only byte in the pregroove that indicates whether the disc is authorized
for use in standalones.
I guess it comes down to divergent opinions on what qualifies as a "physical"
difference.
