Also, there is another possibility here which hasn't yet been said:

This spec specifies what a platform needs to do to be MeeGo compliant,
and what an application needs to do to be MeeGo compliant. It doesn't
say that only MeeGo compliant applications will be distributed on MeeGo
extras. It's possible, then, that most of the apps on MeeGo Extras
(basically, any app that has dependencies not included in the MeeGo
compliant platform) will not be MeeGo compliant.

To me, that reduces the value of MeeGo compliance for the user, but it's
certainly a possibility.
