One could develop a plugin by using the Feedback Framework[0] or reaction maps[1] directly instead of using MFeedback from meegotouch. The only "dependency" of Feedback Framework is that it uses MeeGo Touch theme directory structure, and there's already a plan to have it's own theme structure. Source code wise, it doesn't depend on MeeGo Touch. NGF in the other hand is a totally different component handling totally different use cases.
