Hi Wardy going from a 2.5 to a 3" only made a very small power difference on my Ca18det. The main power gain is to be found in a well built turbo dump. My old exhaust was a handmade 3"mandrel dump then 3" to the first muffler them 2.5" over the diff and exit was really quite. Now it has a full 3" system with single resonator and dump infront of rear passenger tyre ( Its a 2 door coupe so its legal ) heheh well havnt been done for it yet anyway.Is a little on the loud side when on full song but not too bad sounds  great just cruising around nice and deep. As for theCat converter Im lucky in that respect I have a pre emissions ADR car and dont have to run one :) Only had to pass an exhaust noise level check and also a gas emissions test.
