I will check with my engineer and the NSW RTA.  As far as I knew, pre '74
cars aren't required to upgrade the emissions to the later model engine
spec. To my knowledge, the ADR's for emissions weren't introduced until
after '74. I would have thought the ADR's were consistent throughout
Australia.
I put a cat on my FJ20 1600 back in 1993 and the RTA inspector said I
didn't need it.  I can't think of any 1600's in Sydney, that I know of,
that actually have a cat fitted.  I don't intend to fit one to my 1600
Wagon with SR20T.  I will be making the exhaust this weekend..... Full
three inch with a straight through muffler, before the diff and a three
inch resonator after the diff.  I have already made a new dump pipe,
obviously flattened slightly to suit the flange at the back of the standard
turbo.   Being a wagon, I don't have the problem with the rear crosmember,
as there isn't one, so maintaining three inch from front to rear is much
easier, even if it is overkill.
Jeff Shoesmith has a full three inch system with a single Genie straight
through muffler(no Cat), and his isn't noisy at all.  Mine should be a
little quieter again.

I wish this were true - in SA you have to have a cat - they work it on the
emissions laws for the engine being fitted - not the car it is going into.
If it is an unleaded engine you have to have a cat. Maybe I could just
remove the O2 sensor and tell them that my '94 SR20 was designed to run on
super!

I was of the impression that 1600's were exempt from the need to have a cat
converter, being pre '72
