I wasn't particularly pointing the finger at Andrew as I am unaware of
the traffic laws in his state, and I have never worked in Traffic
Branch.

I also think power to confiscate is medieval in certain circumstances.
A detective arrests someone for armed robbery and they are sentenced to
community service, yet the traffic clowns can confiscate someone's car
for bagging up?  Surely there are checks and balances for this, such as
confiscation for recidivist burnouts and repeated nuisance behaviour.

In my opinion it sounds like an idle threat as if the traffic boy was
serious he would have taken the vehicle then and there.

Discretion in traffic enforcement is another topic.  I have many views
on traffic and the fact it is the highest resourced section of the
Police, but the list is no place for that!

motive. There should be some discretion on the part of the notating
officer.

Sometimes (and this may be an example) "due process and prosecution"
may also end up having a negative influence on the broader community.
Especially if it appears as if an injustice has been done.

The listers world - wide subscribing to OZDAT would probably gain a very
bad impression of our country from this type of reaction (confiscation
of
vehicle) from spinning some wheels.

I'll probably be howled down here but I don't care, I simply don't
understand what the fascination is with doing a burnout or racing on
suburban roads.

If you want to build horsepower and prove yourself and your vehicle,
build a club racer or street class dragger and do your burnouts and
racing at the track.  Don't fuck around on the street that our families
drive on to get to work, school, uni etc.
