It may not be of much use, but the simplest rev limit option I have ever seen is one for vw motors that was a special rotor that had a break in it between the button and the end with a contact that was spring loaded to open up with centripital force. Maybe they are available for other dizzys as well, these were for bosch distributors. Wayne Penrose VW had them.
