Happened to my 81 also. It was the pulleys, not the damper. Some bolts snapped, some loose. take out the pulleys and you should be able to unscrew the broken off bolts. A dremel or die grinder to cut screwdriver slots may help. Buy 6 new allen head capscrews. (Rusty or an industrial supply place) Put the belts on the damper, put the pulleys on the damper and put the bolts in.

If the damper truly is off, then you have lost the big bolt and washer. best found from a salvage engine. Make sure the alignment pins are in place and that you have the damper aligned properly so tdc is when the engine is at TDC. Replace big bolt and torque it good.
