Have the fuel lines to the tank been disconnected?  If so, the supply and
return may have gotten switched and that would produce odd symptoms at low
fuel levels.

Folks,
I added 3 gals of diesel last night, making the tank roughly 1/3 full, and
then this morning went for my usual 12 mile spin on 270 to the squash club.
 Exiting uphill on the cloverleaf ramp, I had no problems.  So the attack of
sluggishness is definitely associated with low fuel reserves (less than 1/4
full).
