I could try that. I will also try plugging in the block heater again for a 
longer time and see if warming it up
helps.

White smoke from the exhaust indicates there is fuel present.

The older Dodges used an electric resistance heater at the air intake as a 
starting aid.

With that knowledge, I wonder if using a heat gun at the intake would safely  
help start a car such as yours.
