I wish it were like that here. If I want to get a garden shed, you know one of those little things that the box stores sell, I got to get a permit and get inspections and pay through the nose for the privilege as well as paying more taxes because I've improved the property and it is now worth more.
Put it on a set of wheels. Not a permanent structure, no permits, no extra taxes. (Though such sheds shouldn't be considered permanent structures anyway since they have no foundation.)
