Wait, I'm confused...

Does it not LOCK? Thats a big difference from "it doesn't unlock when vacuum is 
removed".

Not a problem manually opening the fuel door.  What puzzles me is that the
locking circuit is jammed even though it is also leaking.  I wonder if there
is a check valve in that line...
