Wasn't this already suggested?
1. reinforce garage (it's unattached, right?)
2. detach garage from foundation and raise it.
3. extend foundation. 12' ceiling would be nice.
4. reinstall garage on foundation.
5. either fill in the top of the overhead door opening or buy a taller overhead
door.
