Algicide will kill off the goo, but you will need to remove the tank and replace the brass screen in the bottom as well, since it will clog repeatedly from the dead goo.

Tank isn't horrible to get out (it's behind the rear seat, not under the trunk floor) and any DECENT diesel shop can clean it and install the new screen. Try a better place, goo in diesel fuel is pretty common. Marine service people are more familiar with the problem due to more water in the fuel, and can help -- call a barge service if you are anywhere near a river, etc.

Otherwise call a trucking or truck repair/building service and ask who they use or recommend.
