And scrubbing the dead goo out of the tank is something the mechanic did not find appealing, nor the prospect of getting negative feedback if he missed some goo and the customer got stranded with a plugged filter, so he said "can't clean, must replace". Understandable, but probably not optimal if the customer doesn't want to pay for a new tank.
