The squirters come out easy - I always took them off any time I waxed my cars.
They have two "legs" that stick out, one forward and one back. If you have a pair of long needle nose pliers, remove the hose from each carefully, then use the pliers to compress the "legs". If you get one loose (above the hood) the other one is easy to free up. You can also use a flat blade screwdriver and do one side at a time, too. Use a fine needle to clear them out along with some air pressure. I'll bet they're clogged with wax. Replacements are cheap - I always kept a couple around just in case.
