Take the hose off of both nozzle sets, then go to the do-it-yourself car wash. Blast soapy water down the jets backwards -- they are clogged with crud stuck in the rear of the nozzle, and poking something down there will just push it off the nozzle until it pops back up.

Also, check to make sure you have the correct wire to the correct pump -- you also have headlight washers, and if the wires are swapped, you are spraying your headlights instead. Try running the washers with the headlights on -- you may get spray, and if you do, swap the wires on the two pumps.
