I fully believe as Heinlein did in that story. If you serve, you were willing to put your life on the line, so you deserve the rights and privileges. I think it also should entail all the socialist goodies such as health care, pensions, education, and any other goodies to show appreciation.

Ever read Robert Heinlein's Starship Troopers?
A citizen was somebody who had served in the military, and only citizens could vote. There were no limits on who could serve in the military, for denying them because of age, health, or gender would be denying them the rights of citizenship.
