I found with Time Warner that their DNS was just bad.  Of course the
network guys don't talk to the server guys, so there is no indication
- it just doesn't work.

You can still use internet without DNS, so I just set all the
computers to some public DNS servers I knew were local.  Nowadays I'd
just use Google:
 8.8.8.8
 8.8.4.4

Next time you have the problem, open a command prompt and issue
 ping 8.8.8.8

If you are getting replies we'll tell you how to set up DNS.
Otherwise, you are having cable/network problems, not DNS, and you
should set up a monitor to quantify what the problem is.
