Those little blue wire taps they make for tapping into the brake light wires to hook up a trailer harness? Modify them so that both wires go straight through, so you can use them to connect two existing wires instead of connecting the end of a new wire into the middle of an existing wire.

Now, take your leatherman pocket tool, 4" channellocks, whatever, and connect the ground wire to the hot wire on one of the offender's fog lamps. Problem solved. If, like 90% of these idiots, he didn't even know his fog lamps were on, he won't even notice. If he notices, he might find the blown fuse and replace it. When the new fuse blows, he'll either give up, or buy a bigger fuse and give up when that blows.
