Last I looked, they needed to be active duty or drawing military retirement or VA benefits, so Lt Wonko should qualify, for example. To piggyback on a relative's military record, that relative would have to join USAA. I've wanted to get into that credit union for a while, but can't encourage my dad to join based on his VA benefits that he doesn't use anyway.
