This is good advice for fixing an odometer that doesn't work, but it
doesn't address the causes of the speedometer not working. IIRC, there
are no gears between the speedometer cable and the speedometer.

One way to find out if the cable is good is to pull out the instrument
cluster, disconnect the cable housing from the back of the speedometer and
move it and the instrument cluster so the cable is visible (you could
even put a small tape "flag" on the cable). Then drive around and see if
the cable rotates. If not, that's your problem. If so, something in the
speedometer is amiss.
