It depends on where it is from.  In a previous life my wife was "Residuals 
Program Manager" for the Boston Harbor Project and one of her jobs was to find 
a place to get rid of the sludge from the treatment works (which you can see if 
you fly into BOS - large egg-shaped digesters- her legacy to the region).  
Since Boston has very little industry, it was actually quite clean, and would 
have been great for use as compost.  I think they actually process some for 
golf courses and whatnot, and the rest is landfilled.  But people just had a 
thing about it.

I would see her on the late tv news, presenting at some public hearing or 
other, people yelling and screaming at her about landfills for the sludge, she 
would get home at midnight completely whacked from those experiences.  She got 
a coupla threats...  We would get hang up calls... They thought it was rad 
waste..

Milorganite is terrible stuff.  Human and industrial waste combined to make
fertilizer.  Very high in cadmium I believe.  Many studies over the years
about the health problems associated with it say it is a very big problem
but it rakes in millions of dollars a year so it's still being made.
