I remember these, they can be cleaned with a bit of carby cleaner and the missus toothbrush. From memory they do help to regulate the flow or some such thing but more importantly act as a last line of defence to stop nasties getting into the FD. Also lets consider that the FD rebuilder makes money from rebuilding FD, so it may be in his interest to have these things need work on a regular basis but then again he probably knows more than the idiot engineers at Bosch.
