You will find chaos if you attempt to fly into a record sized ice and snow storm. The reason the plane was empty is that the flight that everyone who had seats in it could not land, they are still up in the air somewhere, or on the ground waiting to leave another airport to get to Atlanta. More likely the plane they were supposed to get on from wherever they are did not arrive there in time.

This is why I avoid travel this time of year, you always risk taking three days to get somewhere than usually takes a couple hours. Totally unavoidable, the airlines do NOT control the weather, and when flights are restricted or cancelled at an airport the size of Atlanta, no one, including Delta, has a clue as to where everyone is and when they are going to get to a specific location. They will eventually get you where you are going, but with upwards of 3500 flights cancelled and planes everywhere but where they are supposed to be, it's gonna take a while
