Check to see that the oil line to the gauge is clear - if it's clogged, you
won't get good readings, though I suspect that the increase with engine
speed rules this out.

The clean oil is very suspicious, is the pressure relief valve seat clean?
Because it moves doesn't mean that it's sealing.
