I seem to remember an article decades ago, which cited research which showed that there were minor occasional criminals, one time criminals, and supercriminals who worked at with the diligence of a CEO.

I don't remember the numbers, but it seems like 85% of the serious crime
was done by 15% or less of the criminals. The habitual offender laws
like Michigan's "three strikes" statute are aimed at getting these guys
off the street, but we keep reading about ongoing criminal behavior of guys with 20 page criminal records.
