The problem with something like this that is permanent is that the government 
gets involved. Most shutters you see are decorative in nature and would be 
worthless for protection.  There are "storm shutters" as you describe, but 
they're expensive, custom made, and have to be installed by a licensed and 
trained contractor for your insurance company to recognize the value.

There are roll up storm shutters as well, but they are pretty expensive and 
custom made for the home, too.

Temporary stuff like my proposed plywood covers are not something I have to get 
approval for, and they're a heck of a lot less expensive.
